Active Project

This field determines if a particular project status entry is "Active" or "Inactive".   Only the active projects will appear in a users list of available projects on the timesheet and/or expense reports.   

When updating a project from an inactive to an active status, a series of validations will occur to ensure all Primary Project Administrators currently associated with the project, are occupied by active user ids.
