This is an optional field that is enabled when an Item and UOM are selected. You can enter up to 5 decimal places. The rate can be positive, negative, or zero.  

Changes to the rate cause the amount value to be recalculated.

Note: The cost rate from the Project and Master Item lists has no functionality here and this rate DOES NOT default from those.
