Require Comments

When checked, all time entries charged to this project or any tasks on this project will require that all timesheet cells containing time entries have corresponding comments.

Note that this feature also applies to the project level time in/out (TITO) entries.  Should a user provide project level TITO entries, each TITO row will also require comments.
